One great talent Mr. Brown has is moving around. In 2008 he was a resident of Henrico County until Rev. Jones' seat became vacant in the House of Delegates. In December Mr. Brown somehow established his residence in the 70th District. He lost the primary.
Then when Frank Hall left the House for an appointed job, Mr. Brown decided he should run for that seat, too. So, he reestablished his residence as being in the 69th District.
None of the other candidates could have moved so easily twice in less than 6 months. Clearly Carlos Brown is a man of great talent.

What will you do to promote energy conservation and independence in Virginia, and more importantly, the 69th District?

Mr.Brown just tried to run for the 70th seat a few months back (http://chpn.net/news/tag/carlos-brown/). Is he address-hopping, desperately seeking a district that will elect him? If he does not win here, which district will he run in next year?

You can reword this to make it more polite, yes?
